PROGRAMME ACCOUNTANT
Location: Nairobi with some travel to the field

The Oxfam GB – Somalia has a wide range of development and humanitarian programmes funded by a broad portfolio of institutional donors.
The Programme Accountant will work closely with the Finance Manager and other programme accountant to ensure and maintain a high standard of budget and financial control.
The position will also provide support to ensure maximum impact and coordination of all financial matters relating to the work and operation of the country office.
The Role
The role will contribute to specific programme tasks. The post holder will take lead in financial operational management and payment processing. He or She will provide financial advice to the programme team and contribute to procedures and expenditure monitoring within the Somalia Programme.
In addition the holder will provide training to the partners and build their capacity in terms of financial reporting by reviewing their financial returns and providing appropriate and timely feedback.
In addition he or she will work closely with the programme managers on donor contract management, budget and expenditure monitoring, accounting & financial management and Information systems procedure as well as responding to any Donor queries on financial returns.
The Person
To be successful in this role you will hold a relevant degree coupled with accountancy professional qualification (e.g. ACCA or CPA (K)) with a minimum of 3 years working experience in an NGO or an Audit firm.
Knowledge and experience of donor financial reporting requirements in particular with DFID, ECHO, EC,UN and CIDA will be an added advantage.
You will manage resources and deadlines with minimal supervision and have a high level of initiative.
You will demonstrate a good level of communication and be able to recommend and implement improvements.
You will also be expected to show evidence of high level of planning skills with accuracy and attention to detail.
In addition you will be able to show commitment to the organizational values and its policy on diversity. Ability to speak Somali is an added advantage.

Ministry Of Water & Irrigation Assistant Project Accountant In Kenya
The Government of Kenya has received financial assistance from the International Fund for Agricultural Development (IFAD) towards financing the Mt. Kenya East Pilot Project for Natural Resources Management.
The project covers five districts namely Embu, Mbeere, Meru Central, Meru South, and Tharaka (2004). The Project Management Unit (PMU) is based in Embu.
The project wishes to recruit a suitably qualified person who must be a Kenyan citizen to fill the following position at the PMU for a duration of one year.
ASSISTANT PROJECT ACCOUNTANT
Specific Duties and responsibilities:
The officer will be reporting to the Project Accountant
He/she will perform the following duties and responsibilities:
1. Maintenance of principal books of accounts and records on project funds disbursements and expenditure.
2. Ensuring the Project's financial procedures as detailed in the project implementation and financial manuals are strictly adhered to by all project staff and executing agencies at the national and local level.
3. Assisting in the preparation of the annual workplans and budget in line with the guidelines provided by Ministry of Finance and IFAD for inclusion into the national Budget.
4. Compiling the Statements of Expenditures (SOEs) and Withdrawal Applications for the PMU, the district and headquarter expenditures for submission and follow up at the Ministry of Finance.
The officer will be responsible for:
1. Bank reconciliation of all Districts Bank Accounts.
2. Maintaining the Ledgers.
3. Maintaining records on Withdrawal Applications and other Financial Records for the project up to the trial balance stage.
4. Assisting in the preparation of monthly and annual financial reports as required by the GOK and IFAD.
5. Assisting in ensuring that project accounting records in the project area are properly maintained for Internal and External Audits as detailed in the Loan Agreement and GoK regulations.
6. Performing other related duties as assigned.
Minimum Qualifications & Requirements
The applicants must have the following qualifications:
1. Be holder of CPA part II or equivalent.
2. Those with Bachelor of Commerce (Accounting option) will have an added advantage.
3. A minimum of 3 years working experience with GOK/donor projects.
4. Strong computer skills (spreadsheets, word and other accounting packages).
5. Ability to prepare financial statements as per International Accounting Standards.
6. Excellent Report writing and communication skills, ability to learn quickly and apply knowledge effectively and demonstrate a high level of integrity.
7. Capacity to work with minimum supervision to meet strict deadlines as well as willingness to work outside normal office working hours.
8. Be a team player.

PROJECT ACCOUNTANT
Reports to BRANCH COORDINATOR.

Duties & Responsibilities:
1.Receive cash or cheques, recording financial transactions and counting money to verify amounts and issuing receipts for funds received.
2. Maintain books of accounts by inserting data into the accounting system (electronic and manual).
3. Prepare payment vouchers and issuance of cheque payments to creditors and other accounts.
4. Recording of cheques issued in a cheque dispatch register and maintenance of the same.
5. Ensure that all payments or money transactions are properly supported by the required documents as outlined in the financial guidelines.
6. Ensure that receipts and invoices for all payments match the acceptable criteria.
7. To be responsible for the petty cash of the project, carry out daily cash reconciliation, make payments to KRCS volunteers, suppliers etc. and keep the Branch Coordinator informed of the available petty cash on a regular basis and prepare new money requests well in advance as may be required.
8. Carry out regular bank reconciliation.
9. To assist the Branch Co-ordinator in any other matters relating to finances or accounts.
Minimum Qualifications:
1. CPA (K) or equivalent ACCA final level qualifications or a Bachelors Degree in a business related field with CPA Part (II) Section 4.
2. At least two years experience in a busy accounts/ finance office.
Key competencies for the position:
1. Knowledge of water, sanitation, humanitarian relief issues, trends and goals aimed at providing access to safe and affordable water and sanitation.
2. Strong communication and presentation skills in both English and Kiswahili, including ability to develop timely reports and prepare relevant publications.
3. Proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilization of the internet.
