The National Biosafety Authority Kenya Jobs

The National Biosafety Authority, is one year old since its establishment under the Biosafety Act 2009.

The Authority is now in the process of establishing its human capital capable of effectively carrying out its mandate of exercising general supervision and control over transfer, handling and use of genetically modified organisms (GMOs) with a view to ensuring safety of human and animal health as well as the provision of adequate level of protection of the environment.

DIRECTOR, ADMINISTRATION & FINANCE

REF: NBA/DAF/003

This senior position reports directly to the CEO with the responsibility of ensuring continuous availability and effective utilization of financial as well as human resources and provision of quality administrative services in the Authority.

The ideal candidate will be a mature person able to interact well with all the staff, possesses excellent interpersonal and presentation skills, works with integrity and ethically, supports everyone’s efforts to succeed and has strong administrative and leadership skills with a keen eye for financial and accounting management.

The candidate should be performance oriented ready to be put on a 3 year contract renewable subject to satisfactory performance.

Key Responsibilities
1. Formulating and implementing administrative, financial and human resource policies, procedures and strategies
2. Designing, implementing, monitoring and supervising internal financial control measures and systems to safeguard the property and assets of the authority
3. Ensuring effective ICT systems are in place
4. Preparation of core budget and providing technical support/advice to the line managers
5. Ensuring timely preparation and presentation of financial statements
6. Act as chief advisor on all financial, administration and human resource matters to the authority
7. Ensuring the authority performs to the requirements of state corporations act as well as international accounting standards
8. Effective financial mobilization and management including exercising expenditure control 

Qualifications and Experience
1. MBA plus Bachelor’s degree in Commerce, Economics, Accounting, Business Administration, or equivalent
2. CPA (K) or ACCA or equivalent
3. 10 years’ experience 3 of which must be in a senior position

Qualifications, Competencies & Experience For The Finance Manager Job:
1. Bachelor of Commerce (accounting/finance option) or business related degree.
2. Professional accounting qualifications (CPA (K), ACCA, ACA, CIMA).
3. Member of a professional body in good standing.
4. Strong computer skills (MS Office); hands-on capabilities with common hotel software (FIDELIO FO, F & B MICROS & POS, SUN-MICROS back office accounting system or similar ERP application)
5. Ten years track record in hotel/tourism or related services industry three (3) of which must be at a senior financial management/leadership role.

Commissioner On Revenue Allocation Director Jobs In Kenya

The Commission on Revenue Allocation (CRA) is an independent commission set up under Article 215 of the Constitution of Kenya.

Its core mandate is to recommend the basis for equitable sharing of revenues raised nationally between the National and the County Governments; and sharing of revenue among the County Governments.

The Commission seeks to recruit qualified and competent staff to fill the following vacant position.

The incumbent will report directly to the Commission Secretary.

DIRECTOR, REVENUE ALLOCATION

Key Responsibilities:
1. The development and continuous validation of the criteria for revenue sharing.
2. Generating processes for alignment of fiscal and financing policies between the national and county governments.
3. Undertaking timely financial and macro-economic analysis of the impact of various revenue allocation modules to the quality and efficiency of delivery of basic services to the targeted communities.
4. Developing a system for monitoring the compliance of county governments operations to public finance principles and regulations.
5. Identifying revenue enhancing measures and opportunities at both national and county government levels.
6. Ensuring the maximization of fiscal capacity and efficiency of County Governments. 

Minimum Qualifications & Experience:
1. Masters degree in finance, accounting or economics or the equivalent qualifications, with relevant experience of over five (5) years.
2. Knowledge of financial analysis, public finance management principles and processes.
3. Relevant Professional qualification.
4. Demonstrated successes in the fields of financial analysis, project formulation, planning, monitoring and evaluation.
5. Practical knowledge in the field of project monitoring and evaluation techniques will be an added advantage.
